ALMATY. May 20 (Interfax-Kazakhstan) - Kazakhstan's parliament passed a constitutional law Wednesday establishing the Kazakh Halyk Kenesy, or People's Council, a supreme consultative body that will replace the Assembly of the People of Kazakhstan under the country's new constitution.
