Kazakhstan president tells regional heads to stop relying on state budget

ALMATY. March 12 (Interfax-Kazakhstan) - Kazakh President Kassym-Jomart Tokayev said regional heads must stop relying on subsidies from the national budget and eliminate a "dependent mentality" by more effectively managing their own finances.
